Line 1 of the Mashhad Urban Railway, the completion and commissioning of which spanned a full decade, remains a subject of extensive commentary and debate among both the general public and the elites of Mashhad. Perhaps the most amorphous and underdeveloped concept prevalent in the often-critical discourse surrounding the urban railway is the term "urban railway managers." This study selects five senior managers of the Mashhad Urban Railway during the period 2000-2010 (1379-1389 AH). It documents their life trajectories, categorizes their recounted experiences within the frameworks of "Family and Education," "Experience of the Revolution," "The Post-Revolutionary Period," "Experience of the War (the Holy Defense)," and "Experience of the 1990s," and then traces the presence and absence of these categories throughout the process of the birth, development, and evolution of Line 1. In light of these categories, that which accompanied the "urban railway managers" through all the vicissitudes related to "securing funding," "procurement of equipment and rolling stock," and "selection of consultants and contractors," and enabled them to resolve problems, finds its origins in the days when they underwent the "experience of rural engagement" and the "experience of the Construction Jihad."
